The League Commissioner is responsible for the overall governance, management, and integrity of the league. This role includes enforcing league rules and policies, overseeing operations and finances, ensuring fair play, and serving as the league’s public representative. The Commissioner also manages game-day operations, supports teams and coaches, resolves conflicts, and works with sponsors and partners to promote growth and sustainability. While some duties may be delegated, the Commissioner maintains final accountability for league standards, safety, and organization

The Coach Code of Conduct outlines the league’s commitment to creating a safe, positive, and development-focused environment for all players. Coaches are expected to be positive role models who prioritize player well-being, emotional maturity, sportsmanship, and respectful communication over winning. The code emphasizes skill development, teamwork, fun, and fairness, while strictly prohibiting abusive or inappropriate behavior. Coaches are also responsible for maintaining open communication with families and supporting the overall growth, confidence, and enjoyment of every athlete

The Player Code of Conduct emphasizes respect, sportsmanship, and enjoyment of the game. Players are expected to follow the rules, treat teammates, opponents, and officials with respect, control their behavior, and work hard for themselves and their team. The league’s priority is for players to have fun, develop skills, and learn the game in a positive and supportive environment

The Parent Code of Conduct outlines the importance of supporting youth football in a positive, respectful, and encouraging manner. Parents and guardians are expected to promote sportsmanship, respect officials and coaches, focus on effort and development rather than winning, and model appropriate behavior for all players. Open, respectful communication with coaches is encouraged, with concerns addressed at appropriate times to maintain a positive experience for everyone

The Spectator Code of Conduct ensures that all QSMFL games, practices, and events are conducted in a safe, respectful, and sportsmanlike environment. Spectators are expected to demonstrate courtesy and integrity, remain in designated viewing areas, and refrain from inappropriate language, taunting, or interference with players, officials, or game operations. League officials have the authority to stop play and remove spectators whose behavior is disruptive or unsafe. Violations may result in suspensions or further disciplinary action, depending on the severity and frequency of the offense

The Conduct Violation Management policy outlines how the league addresses inappropriate or unsafe behavior by players, coaches, and league representatives at practices, games, and events. Violations such as abusive language, bullying, unsafe play, or conduct that threatens safety are reviewed and addressed by coaches, officials, or the League Commissioner depending on the situation. Consequences may range from warnings to game or season suspensions, with repeat or serious incidents receiving stricter discipline. The policy also provides a clear process for reviewing incidents and appealing disciplinary decisions through the League Commissioner and Integrity Commission

The Head Coach is responsible for the overall leadership, organization, and development of their team. This role includes planning and running practices, developing game strategies, supporting player growth, and ensuring safety protocols and league policies are followed. Head Coaches also oversee assistant coaches, communicate with families, manage team logistics, and foster a positive, respectful team culture. Above all, the Head Coach plays a key role in mentoring athletes and promoting teamwork, sportsmanship, and player well-being

​QSMFL follows the Football Ontario Concussion Protocol to ensure the safety and well-being of all athletes. Any player suspected of having a concussion is immediately removed from play and must undergo proper medical assessment before returning to football activities. Athletes diagnosed with a concussion follow a graduated Return-to-School and Return-to-Sport process under medical supervision. Medical clearance from a qualified healthcare professional is required before an athlete can return to full contact play

The Integrity Commission provides an independent and unbiased review of serious or repeat conduct issues within the league. It supports the League Commissioner by reviewing incidents that require additional guidance, independent investigation, or appeal beyond standard conduct policies. Commission members have football experience and no direct affiliation with the teams involved, ensuring fair and objective decision-making. The Commission helps uphold league values, integrity, and accountability across all QSMFL events

Abuse and Harassment Prevention Policy
The QSMFL Abuse & Harassment Prevention Policy is committed to providing a safe, inclusive, and respectful environment for all participants. The league has zero tolerance for any form of abuse, harassment, bullying, neglect, or misconduct, and all individuals share responsibility for reporting concerns immediately. The policy outlines clear reporting procedures, including mandatory reporting to Children’s Aid Society when required, and establishes investigation and disciplinary processes for violations. These measures ensure the safety, dignity, and well-being of everyone involved in QSMFL activities
